Level three literacy is the internationally recognized level required to cope with a modern, knowledge-based economy, like Canada. Literacy is a skill no different than riding a bike, using a hula hoop, playing video games, basketball, or knitting. Literacy can be learned and with practice you can excel at it; just like you can excel at using a hula hoop.
